KAMPALA CAADP SERIES Introduction • High levels of vulnerability among African countries mean that shocks have severe impacts on wellbeing • Need for data and analytics to anticipate impacts and plan and target responses – as well as resilience-building efforts • Shocks will continue, but better-informed planning can help to mitigate disruptions
KAMPALA CAADP SERIES The Food System Crisis Observatory and Response platform • FS-COR is a decision support tool for policymakers, planners, and other decision makers in African agrifood systems • Operational platforms for Benin, Senegal, Ghana, Malawi, and Uganda (others in progress) • Detailed subnational data on community vulnerability and nutrient adequacy; simulation tools to assess potential impacts of shocks & of policy responses
KAMPALA CAADP SERIES Multidimensional vulnerability • Underlying patterns of vulnerability help determine the severity of crisis impacts • Vulnerability is multi-faceted – different areas can be vulnerable in different ways • Understanding vulnerability patterns allows for better crisis preparation and response efforts • FS-COR provides a composite vulnerability index based on 4 sub-indices
KAMPALA CAADP SERIES Nutrient adequacy • Hidden hunger is a major public health issue with patterns that very by nutrient & by area • Data on micronutrient gaps is limited, hindering planning and targeting of efforts • FS-COR estimates the adequacy of nutrient intake for energy, protein, and 11 micronutrients – & assesses responsiveness to income and price changes Examine foods consumed Convert to nutrient equivalents Compare with nutrient requirements Estimate nutrient adequacy levels
KAMPALA CAADP SERIES Evidence & Policy Dialogue to Facilitate Africa-wide Domestication & Implementation KAMPALA CAADP SERIES Estimated impacts of food price and income shocks, Dedza district, Malawi
KAMPALA CAADP SERIES Key messages & recommendations • Shocks have differential impacts in different areas • Importance of targeting responses to make best of use of budgets • Understanding underlying patterns of vulnerability and nutrient adequacy can help to anticipate impacts and design and target responses • Need to invest in strong early warning systems relying on disaggregated data • Continued need for addressing vulnerability and building resilience, not only during periods of crisis • As called for in the Kampala CAADP Declaration, Commitment 5 – Building resilient agrifood systems
