KAMPALA CAADP SERIES Review of CAADP Data Platforms and Expert Networks iv) Local Analysis Network (LAN) • ReSAKSS supported the SAKSS structure develop it into a fully-fledged LAN • Centers of expertise engaged in data and policy research at the national level • ReSAKSS supported the establishment and operationalization of LANs in four countries since 2023: Burkina, Mozambique, Senegal, Zimbabwe • LAN implementation resulted in (i) improved coordination, (ii) facilitated policy dialogue and capacity building, (iii) improved evidence utilization by the policymakers

KAMPALA CAADP SERIES Accountability Mechanisms A) Electronic Biennial Review (e-BR) • Challenges in implementation of the first BR cycle in 2017 • e-BR: An interactive web-based data platform developed by ReSAKSS at the request of AUC and AUDA-NEPAD • Update made each cycle based on technical feedback and lessons learned
KAMPALA CAADP SERIES Accountability Mechanisms B) Joint Sector Reveiw (JSR) • Agriculture JSR serve as an essential component of mutual accountability within CAADP • ReSAKSS conducted JSR assessments in 21 countries & 2 RECs • Results from the JSR assessment have offered valuable insights into the country JSR processes
KAMPALA CAADP SERIES Accountability Mechanisms Knowledge institutions/centers of excellence played critical role during the past two CAADP period CAADP Pillar Lead Institutions (PLI model) Technical Networks Model Technical Working Group (TWG) Model African centers of excellence deployed to serve as conveners to facilitate the domestication of the Maputo Agenda Seven CAADP technical networks designed in 2016 to provide technical support and capacity development during the Malabo period 13 TWGs established composed of leading African centers of expertise, research institutions, academia, etc. for the Post-Malabo development process. Effective in bridging the data gaps
KAMPALA CAADP SERIES Policy Lessons Leverage lessons from the foregoing experiences is critical • Institutionalization of Knowledge-sharing: (i) Reinforcing country-level data ecosystems, (ii) deploying LAN that is properly resourced, well institutionalized, and linked to the official country data systems for effective country BR process • Leveraging African Expertise in Economic Modeling: economic modelers will remain central to help translate the Kampala CAADP Agenda into concrete action • Strengthening the Interoperability of the e-BR: scaling the use of e-BR beyond CAADP indicators and strengthening interoperability with REC and national platforms • Enhancing Linkages between Technical Networks: to boost the contributions of the experts in supporting CAADP implementation during Kampala
