social structural transformation needed •Social system design practice in OMUTA-city •Social system design methodology
  5. 6 Copyright 2022 Co-Designing Institute for Polyphonic Society Representative democracy

/ Civil movements Representative democracy The Third Way is necessary Approach the multifaceted structure of the social system, rather than reducing the pluralistic and complex society to an antagonistic structure Civil movements Capital class vs. working class Political parties and voters are not clearly connected due to pluralistic views *Trial and error of various forms of political participation that make democracy work effectively (mini- publics, etc.) Civic activism involves power relationships of domination/dominated Neoliberalism has neutralized the political adversarial line, and civic activism has been transformed into a way of life and a place for those who have difficulty adjusting to society
  6. 7 Copyright 2022 Co-Designing Institute for Polyphonic Society Approach that

escapes simple oppositional image Transition Management ・Methodology for transforming meso-level socioeconomic systems using multi-level thinking ・Comprehensive agenda co-created by citizens, governments, and businesses, and connected to the concrete practices of activists. ・Lack of a concrete methodology to implement integrated transformation has prevented a full- fledged movement toward transformation. Urban Living Labs ・A methodology that opens the design process and allows citizens themselves to take the initiative in co-creating solutions to issues with urban stakeholders. ・Sustainability of the urban dimension is the main theme. ・Methodology for comprehensive approach has not yet been established. Community Development ・theory of social education, which deals with the process of local transformation by the parties involved -> lack practicality and integration

Social System Design Practices Advanced dementia care region, declared "Declaration on Creating a Town for Living with Dementia" (2005) due to the aging of the population Concept of "a town where people can wander around with peace of mind" is an innovative practice in social system design

of an organization allowing citizens to think and act for the entire city (2019) Limits of activities within "dementia" and "the elderly" PONI-PONI (OMUTA Future Co-creation Center) was established in April 2019 as a public-private collaboration to deepen the concept found in dementia care, to transcend vertical divisions in sectors and domains, and to be "independent from the existing social system while being embedded in it" ▪Relationships partner Residents Sharing a neutral regional vision Policy development to break down stove-piping Collaborator Collaboration with residents Health and Welfare Board of Education Industrial Promotion Community comprehensive support centers OMUTA city Health and Welfare Department Council of Nursing Care Service Providers PONI-PONI OMUTA-city Policy Planning financial ▪in the Region OMUTA Medical Association OMUTA Chamber of Commerce and Industry Ariake National College of Technology Teikyo University, etc. ▪Partner companies SMBC, NTT Data, Omron, Dainippon Sumitomo Pharma, Saibu Gas, NEC Solution Innovator, etc. NTT (CoDIPS) etc.

Model Project of Health Promotion for the Elderly Health Care (2019) new concept : "From the guarantee of the right to exist (Article 25 of the Constitution) to the guarantee of the right to the pursuit of happiness (Article 13 of the Constitution)" (Kikuchi:2019) https://www.city.OMUTA.lg.jp/common/UploadFileOut put.ashx?c_id=5&id=12639&sub_id=2&flid=48981 Proposed a collaborative project with OMUTA City to identify difficulties in the Japanese welfare field and find ways to solve them through collaboration with the industrial sector By understanding the history of welfare policy and engaging in dialogue with practitioners in and outside the community, we discovered a new concept
  12. 14 Copyright 2022 Co-Designing Institute for Polyphonic Society d. WAKU

WAKU Life Salon (2019) •Participants: 32 OMUTA City residents 65 years of age or older •Period: 1/10/2020 - 3/13/2020 •Program: 5 sessions to reflect on their lives, and to think about how they could become excited about the remainder of their lives Waku waku Life Salon" (a collaborative project among residents, government, and businesses) was implemented as a project to realize the discovered concept Unlike a salon for care prevention, this salon aims to "focus on each individual and draw out their latent power (freedom) through interactive relationships. We found that when people engage in dialogue in a safe place, they escape the limits of their roles, warm up, open up to others and to society, and naturally begin to move forward.
  13. 15 Copyright 2022 Co-Designing Institute for Polyphonic Society e. Questioning

the views of humanity (2020) Dialogue with leading practitioners and experts in the region and beyond to identify a new view of humanity which related the OMUTA’s concept We found that the "modern subject," a view of humanity that is the premise for institutions and business, is no longer in line with reality and is creating social issues, and we discovered a view of humanity (environmental humanity) that assumes that identity itself is shared with others and with the environment. ▪Practitioners and experts Manager of small-scale multifunctional in-home care facility "Tetsuo Social worker, chief care support specialist Social worker (medical social worker), OMUTA City Hospital Representative of Yoriai Home Care Center OMUTA City Tegama District Comprehensive Support Center Graduate School of Osaka University Intelligent Robotics Researcher Computer media researcher

of OMUTA City Health and Welfare Comprehensive Plan (2020) Collaboration with OMUTA City in the formulation of a comprehensive health and welfare plan that is an integrated plan for supporting people's daily lives Reconsider the nine existing vertically isolated administrative plans and shift to a structure that supports communities and lifestyles in an integrated manner In addition to "what can be done now" based on administrative resources and past achievements, which is the supervision of Japanese public administration, "what should be done but for which no way now exists" is also described to create a space where collaboration is expected.

of community comprehensive support centers (2021) In order to design social systems in a more practical manner, we have been entrusted with two community-based public interest practice entities (community comprehensive support centers). Here, we are able to address "in-between problems (system errors)" that occur in the community, elicit collaboration among local stakeholders, and work to resolve issues that transcend the boundaries of the community. Tegama Community Comprehensive Support Center Mikawa Community Comprehensive Support Center What is a Community Comprehensive Support Center? A facility that supports the welfare of the community as defined by Japan's Long- Term Care Insurance Law. It provides comprehensive consultation for the elderly in the community, advocates their rights and creates a community support system, and provides necessary assistance in preventing nursing care. It is established by municipalities as a core institution for the realization of the national vision of community-based comprehensive care.

comprehensive cooperation agreement with OMUTA city (2021) Agreement to realize a local symbiotic society This agreement officially ensured support for policy formation in a wide range of areas with departments within the administration. It created a situation in which the private sector and the government worked together on public matters, rather than only the government working on public matters.

model project on housing (2021) •Ministry of Land, Infrastructure, Transport and Tourism project: "Model Project on Housing through Cooperation between Welfare and Housing Departments in Local Governments Work with OMUTA City's Housing Department, Welfare Department, and Ariake National College of Technology on MLIT projects. Conducted a detailed policy background on housing and residence and conducted a survey of the actual situation in the community. In the process, extended the OMUTA concept and found the philosophy of "substantiation of social inclusion" (Miyamoto: 2017)

Activities (2022) •New vision for long-term care prevention (private sector proposal) •Administration's vision for a community-based symbiotic society (promoted in cooperation with the city) We will approach long-term care prevention not only in the conventional area of long- term care, but also as an integrated shift in the view of living (housing, mobility, employment, learning, etc.). We plan to proceed from a comprehensive perspective, making full use of private and government projects.
