OpenFisca Association Launch Event: current situation of openfisca in Japan

This slide is an excerpt from the OpenFisca Association Launch Event held on March 19, 2025 in Paris, where Taka presented as an individual contributor for the OpenFisca Association. He shared an overview of the current state of the OpenFisca community in Japan.

■ Details of Project Inclusive
Project Inclusive comprises three main components:
1. A civic tech group with over 10 technical contributors and numerous supporters.
2. A legal entity aimed at enhancing access to social welfare services.
3. A Poverty Prevention Research Group involving more than 20 experts from diverse fields including academia.

The group also won the Grand Prix at the Tokyo Open Data Hackathon 2023, and its activities extend both within and beyond the Code for Japan community. Code for Japan, inspired by Code for America, is actively promoting open collaboration in the civic tech movement.

OpenFisca is an open-source protocol that simulates the effects of public policies such as taxation and social security systems, and allows for the logical description of eligibility conditions.

■ Overview of the OpenFisca Association
The OpenFisca Association is a legally recognized non-profit organization established under French law to support, promote, and sustain the OpenFisca digital commons. Its primary mission is to ensure free, permanent, and worldwide access to the OpenFisca software suite, collaborative processes, and national/local policy models. The Association also defends open governance and the shared digital assets that underpin the “Rules as Code” approach.

Project Inclusive se compose de trois éléments principaux :
1. Un groupe de civic tech rassemblant plus de 10 contributeurs techniques et de nombreux soutiens.
2. Une entité juridique visant à améliorer l’accès aux services sociaux.
3. Un groupe de recherche sur la prévention de la pauvreté, auquel participent plus de 20 experts issus de divers horizons, y compris du milieu académique.

Le groupe a également remporté le Grand Prix lors du Tokyo Open Data Hackathon 2023, et ses activités se déploient à l’intérieur et à l’extérieur de la communauté Code for Japan. Code for Japan, inspiré de Code for America, promeut activement la collaboration ouverte dans le mouvement de civic tech.

L’Association OpenFisca est une organisation à but non lucratif reconnue légalement, créée selon la loi française pour soutenir, promouvoir et pérenniser les communs numériques d’OpenFisca. Son objectif principal est d’assurer un accès gratuit, permanent et mondial à la suite logicielle OpenFisca, aux processus collaboratifs, ainsi qu’aux modèles de politiques nationales et locales. 　1. シビックテックグループとして、10人以上のテクニカルコントリビューターと多数の支持者が所属。
　2. 社会保障サービスのアクセス向上を目指すリーガルエンティティ。
　3. 学術界など多様な専門家20名以上が参加するPoverty Prevention Research Group。

また、同グループは東京オープンデータハッカソン2023でグランプリを受賞しており、その活動はCode for Japanコミュニティ内外で展開されています。Code for Japanは、Code for Americaに触発されたシビックテックムーブメントとして、オープンコラボレーションを推進しています。
